City Administrator
The City Administrator serves as the city's chief administrative officer and is responsible for the overall management of the city’s operations. This position works under the direction of the Mayor and City Council to implement their policies and ensure the efficient and effective delivery of city services. The City Administrator advises the Mayor and City Council on the city's financial condition and future needs and provides leadership to department heads and staff.
Dwayne Flowers brings over 30 years of public service experience as City Administrator of Wadley, Georgia. With a career spanning law enforcement and local government, Dwayne is dedicated to fostering community engagement, improving infrastructure, and managing city operations with strategic vision and fiscal responsibility.
Since 2020, he has overseen significant advancements in Wadley's essential services, including water, sewer, sanitation, police, fire, and recreation. Under his leadership, the city secured vital grants for infrastructure upgrades, modernized operations like radio-read water meters, and enhanced community connectivity through digital and traditional outreach efforts.
Dwayne's tenure has been marked by successful initiatives such as updating the city charter, expanding public safety resources, and transforming community events into vibrant celebrations. His servant leadership approach drives sustainable development while prioritizing transparency and resident satisfaction.
Outside of work, Dwayne is a devoted husband, proud father, and grandfather who enjoys golf, cooking, travel, and music.
Essential Duties and Responsibilities:
- Oversee the administration of all city departments, ensuring compliance with all city ordinances, policies, and regulations.
- Prepare and present the annual city budget for approval by the City Council, monitor and administer the approved budget, and ensure financial stability.
- Serve as a liaison between the Mayor, City Council, and city staff, facilitating communication and policy implementation.
- Coordinate and direct developing and implementing strategic plans, projects, and initiatives to meet the city's goals.
- Provide professional advice to the Mayor and City Council on all matters affecting the city’s operations and welfare.
- Represent the city in negotiations and serve as a representative at meetings, conferences, and other events.
- Ensure the delivery of high-quality services to the community, promoting a positive image of the city.
- Supervise, direct, and evaluate the performance of department heads and other direct reports.
- Stay informed of federal, state, and local legislation and regulations affecting city operations and ensure compliance.
- Perform other duties as assigned by the Mayor and City Council.
