Dwayne Flowers serves as the City Administrator for Wadley, Georgia, overseeing the city’s daily operations and long-term development. With more than 30 years in local government, Dwayne brings a strong background in law enforcement, public safety, and municipal management.
He began his career in law enforcement, serving three decades as a police officer, including eight years as Chief of Police in Hephzibah, Georgia. Since 2022, he has led Wadley’s administration, managing city services such as water, sewer, police, fire, sanitation, recreation, and public works. His leadership style focuses on accountability, teamwork, and steady progress—what he calls “moving from average to excellence.”
Dwayne has also guided initiatives to strengthen community trust, modernize city operations, and promote economic growth while preserving Wadley’s character as a historic railroad town.
A lifelong public servant, Dwayne is passionate about improving his community, supporting his coworkers, and building a positive culture in city government. Outside of work, he enjoys golf, music, and college football, and values time with his wife, family, and grandchildren.
